Increase Nowell was the most distinguished of those who re-mained in town on the dispersion of Winthrops company. He wasrelative of Alexander Nowell, dean of St. Pauls, in Elizabethsreign; a Patentee ; elected an assistant of the Massachusetts Com-pany in England, October 20, 1629; came over in the Arbellawith Winthrop; and on the organization of the first church, waschosen ruling elder. But being also an assistant, the questionarose whether a magistrate ought to be a ruling elder 1 It wassubmitted to the Salem and Plymouth churches, which gave theopinion, that a ruler in the church ought not to be a ruler inthe state at the same time.
