Thepublic schools are under the supervision of astate superintendent, and the high schools un-der a board of education. There is a de-partment of high school inspection and an in-spector of rural and graded schools. Eachcounty has a county superintendent, respon-sible for the licensing of teachers and for theconduct of the schools in his county. Thestate university at Grand Forks is at thehead of the public school system. There arestate normal schools at Mayville, Valley City,Minot and Ellendale, an industrial normalschool at Ellendale, a school of forestry atBottineau and a scientific school at Wahpe-ton.
