Whilein Europe he wascharged by the NavyDepartment with the special duty of examining the systems of education inEuropean naval colleges, and on his return made anextensive report, entitled Foreign Systems of NavalEducation, which was published in 18S0. In 1882,having attained the relative rank of commander, hewas transferred to Washington, where he collected andarranged the library of the Navy Department, the mostcomplete and valuable collection of naval works in thiscountry, if not in the world.
