The strap endswere screwed with a round thread for the same reason. Therods were rough forged and then rough machined to withina quarter of an inch of the full size. They were then re-turned to the makers and heat treated and then machined tothe finished Light Weight Alloy Steel Main Rod Used on Three-Cylinder Locomotives of the Great Northern Railway of England Principles to Govern Agreements Defined by Labor Board Decision Terminating National Agreements on July 1Instructs Officers and Employees to Draw Up New Rules THE long controversy over the railway employees demandfor the perpetuation of national agreements was endedon April 14 by a decision handed down by the Rail-road Labor Board which sustained some contentions of boththe carriers and the employees. The award abrogated na-tional agreements, remanded the negotiation of new agree-ments to the individual carriers and their own employees, and upheld the railroads interpretation of the principle ofcollective bargaining and their contention that varying localconditions should govern the fixing of rules and workingconditions. In these respects the decision was favorable tothe railroads. The award also outlined sixteen principleswith which the new agre
