COMPTROLLER OF THE CURRENCY The Comptroller of the Currencyis the chief officer of that bureau ofthe Treasury Department which ischarged with the execution of alllaws passed by Congress relating tothe issue and regulation of the na-tional currency, generally known asnational bank notes, secured byUnited States bonds: and under thesupervision ,,f the Federal ReserveBoard is also in charge of the issue of circulating notes to Federal Re-serve banks. In addition to these powers theComptroller exercises general super-vision over all national banksthroughout the United states, in-cluding Alaska and Hawaii, in thematter of their organization andregulation. He is vested with thepower to appoint receivers and toenforce penalties prescribed for DEPARTMENT OF THE TREASURY 495. SEPARATING CHARRED BANK BILLS violations of the national bank the Federal Reserve act heexecuted and issued the certificatesor charters for the Federal Reservebanks. The Comptroller of the Cur-rency is ex officio a member of theFederal Reserve Board. Reports of condition of all na-tional banks are made to the Comp-troller not less frequently than fivetimes a year, by the banks, and also periodically by the national bankexaminers appointed by him. His powers are exercised underthe general supervision of the Sec-retary of the Treasury, but underthe law his annual report is madedirect to Congress ; all other bureausof the Treasury Department reportto Congress through the Secretaryof the Treasury, and these reportsare printed. TREASURER OF THE UNITED STATES The Treasurer of the UnitedStates receives and keeps themoneys of the United States anddisburses the same upon war-rants drawn by the Secretary of theTreasury, countersigned by theComptroller
