Cleveland is to be congratulated that it does notrequire at present large capital expenditures for playspace but it is urgent that there should be developeda playground system with sufficient leadership tomake possible the most intensive use of the publicplay spaces which the city already owns and also thesupplementary use of the private yards, vacant lots 24.
