There are less than sixty localities in the state where intoxi-cating liquors can be legally sold. Seventy-seven per cent, of the popu-lation live in dry districts, and 98 per cent, of the territory is under prohi-bition. There is also a law in force prohibiting the wholesale traffic indry territory. All cities of 3,000 or more are separate units.
