It follows that every encouragementshould be given to develop water power as againststeam power, in order to gain the advantages for Cali-fornia of the highest type of civilization, one that willendure to the end of time. In factcivilization and philosophy will be very much influ-enced and directed by electricity and its accomplish-ments. The philosophy of Marcus Aurelius and Con-fucius, who lived two thousand years ago is as soundas that of our modern philosophy, yet Rome decayedand China now sleeps. The electric transmission ofintelligence and power would have prevented thedecay of the former and would arrest the sleep ofthe latter. It is impossible to judge the future by thepast without making full allowance for the changedconditions resulting from the modern transmission ofinformation, power and products.
