James Fulks, from Oklahoma City, Oklahoma, kisses his wife following the change of command for the Los Angeles-class fast-attack submarine USS Topeka (SSN 754) at Parche Memorial. Fulks relieved Cmdr. Richard Salazar II, from Toledo, Ohio, as Topeka's commanding officer during the ceremony.
