Among thenames was that of Mutashamus-Saltana, designated as Minis-ter of Justice. Even deputies long accustomed to approvingministers of threadbare reputation revolted at this. ThePremier had been growing very friendly with the RussianLegation and his insistence, against the advice of his colleagues,on having Mutashamus-Saltana in the Cabinet was due to thelatters close relations with well-known Russian emissaries andproteges.
