This condition, which wasat first rejected by a convention called by the legislature to consider it, wasfinally accepted by a second convention, December 15,1836, and Michigan wasformally declared a state by act of congress, January 26, 1837. By an act of the legislature approved March 16,1847, the seat of government ofthe state was moved from Detroit to Lansing. June 3, 1850, a constitutional convention met at Lansing and adopted a newconstitution, which was ratified by the people in November following, and has. OUTLINE OF MICHIGAN HISTORY. 321 since continued in force, notwithstanding repeated attempts have been made tosecure its revision. The early development of the resources of the state was slow and attendedwith many drawbacks, prominent among them being the very unfavorablereports made by the government surveyors. In 1812 congress appropriated twomillions of acres for military bounties, and it was the survey of lands for thispurpose that brought out the above reports. But when actual experiencedemonstrated the falsity of such reports the country began to fill up with hardyand enterprising settlers, and the census of 1820 showed that the outside worldwas beginning to learn of Michigans attractions, and now she stands well towardthe head of the list in respect to population and prosperity. The first townshiporganizations were those of Detroit in 1802, Mackinaw Island in 1817, and Mon-guagon, in Wayne county, in 1818. Way
