Hence, it must be a long time before its foresters, whatever their skill, can restore any considerable part of the once magnificent timber cover. To accomplish anything at all the State must adopt a far-seeing statesmanlike policy, and then persistently stick to it until the foresters can show the final resultsâone hundred years and more hence. Here lies the chief diffi- culty in state forestry. Very few states have carried out any consistent long lime policies of any kind. State activities go by fits and starts, and if there is anything hostile and in- jurious to the forest work, it is the 'Tits and starts" methocl of pro- cedure. The continual organizations and reorganizations, the changing of men and ideas, the upsetting of poli- cies, and particularly greatly fluctuat- ing appropriations are incompatible with a successful State Forest Policy.
