Portsmouth Hampshire Sunday 3rd January 2016 A Man who has gone on a rampage in a block of flat and than threatened to jump from a second-floor window of a building in Portsmouth was safely talked down after a two-hour stand-off with police. Officers attended the incident in Commercial Road at last night after receiving a call about the distressed male dangling from a window. When police arrived, the male started hurling bottles and then a computer screen down to the street below. Officers armed with shields cordoned the road and urged the public to stay back while specialist police negotiators calmed the man down. A spokesman from Hampshire Constabulary said: ‘He was threatening to harm himself by jumping out the window. One or two things were thrown by him.
