NEWARK, DE- Senior Master Sgt. Todd Dugar, propulsion non-commissioned officer in charge, 166th Airlift Wing, is congratulated by Maj. Gen. Carol A. Timmons, adjutant general, Delaware National Guard, and Col. David Walker, assistant adjutant general- Air, Delaware National Guard, as the senior non-commissioned officer of the year; awarded to a senior NCO between the ranks of E7 through E-9 for stellar performance. This presentation took place at the Deerfield Gold and Tennis Club ballroom during the Delaware Air National Guard Annual Enlisted Recognition Banquet held on March 4, 2017.
