This fact, however, is not incompatible withhis establishing among his pupils a government under their ownmanagement, he acting in this as he must in other matters as theirguide and leader. This he can continue, unless interfered with bya higher authority, as long as he can lead the children to preserveby their own government, the necessary good order of the school. In a school for the training of teachers it seems thattwo most desirable ends are to be gained by such anorganization. First, a means is provided for securingthe development of self-governing power in the stu-dents themselves, an end doubly important since theyare so soon to become responsible for the control ofothers. Second, as teachers under training they haveopportunity of acquainting themselves with the prac-tical working of a system, which, in its spirit if not inits very form, seems almost certain to become a promi-nent factor in public school education.
