Let us believe, as hope we must,that in this country, the general intelligenceof an educated democracy will yet solvethis vexed problem as satisfactorily as ithas been able, heretofore, to solve otherproblems which have jeopardized the prosper-ity of the people or the perpetuity of thegovernment.
