Thereshould be no greater jealousy between Richmond and Norfolkthan between Philadelphia and New York—yet, though sepa-rated from each other by a greater distance, the joint popula-tion of the two former cities is scarcely equal to a suburb ofeither of the two latter. There can be no incompatibility ofinterest in the harmony of these and other Virginia them unite their patronage upon the great designs of in-ternal improvement, and upon the organization of a foreigncommerce, and their destinies are established.
