The same result is shown by thefact that 1,717 freight cars were requiredto move 1,000,000 tons of freight in 1895as against 1,888 in 1894; but. as alreadypointed out, these figures are not satis-factory, because so large a portion offreight is moved in cars not owned byrailway corporations, and consequently notincluded in the basis of these computations. Out of a total of 1,306,260, only 362,498locomotives and cars were fitted withtrain brakes, and with automaticcouplers. The increase in equipmentfitted with train brakes during the yearcovered by the report was 31,506. and theincrease in equipment fitted with auto-matic couplers was While thesefigures are considerable in themselves, they do not indicate a rate of improve-ment which will satisfy the conditions ofthe law.
