Some of the Boers, most ofwhom had come with their leader Andries Pretorius from the 240 territory lying north of the Vaal River, resisted, but weredefeated at the Battle of Boomplaats. In March, 1849, SirHarry Smith issued another proclamation, in which the territorywas named the Orange River Sovereignty, the limits beingbetween the Vaal River, the Orange River, and the Drakens-berg. In February, 1854, the country was again abandoned,. NAPOLEON KOP, NEAR HARRISMITl- and finally handed back to the Boers, who then formed theirown Government, which was recognized by the British, andhas been maintained since. The Volksraad, or Chamber of Representatives, is thesupreme legislative body, and it appoints the unofficial mem-bers of the Executive Council. The President is elected bythe whole of the enfranchised burghers of the Republic, andcontinues in office for five years. The President, with theconsent of the Executive, can proclaim martial law, declarewar, proclaim peace, and appoint and suspend officials, but is 241 responsible to the Volksraad in so far that all acts done orappointincnts made by him are liable to be ratified by thatbod}. A railway line has been constructed from Norvalspont(Orange River) to the Vaal River, and also a railway from theDrakensberi^ (Natal) to Harrismith. Concession has beengranted to the Kroonstad Coal Estate Company
