Lance Flood, 30 NCR outgoing commander, delivers his remarks followed by the reading of his orders, during a change of command ceremony held at the 107th Seabee Memorial in Tinian, Northern Mariana Islands, Sept. 9. Capt. Flood demonstrated innovative leadership. His efforts have made the Fleet more ready today and set the path toward shaping the Naval Construction Force of tomorrow. 30 NCR conducts tactical and operational level planning, maintains major contingency response capability, and executes general engineering across the full range of military operations within the USINDOPACOM area of responsibility, fulfilling CTF 75 requirements in order to support the combatant command and other service component efforts to protect and defend the United States, its territories, allies, and interests; promote regional security and deter aggression. 30 NCR oversees all naval construction force units deployed throughout the USINDOPACOM area of responsibility.
