Secrets of the Balkans . FortressHoTiN in Bessarabia (Fifteenth Century). German Prisoners in Roumania AN AMERICAN REPORTERS VIEWS 119 Bucharest, Jan. 2, 1917 * I have just been informed that the guardian of the Russianconsulate, Vasile Jacovilew, was arrested yesterday, January 1,at 3 oclock, and that the seals at the two back entrances of theConsulate, which were put there by the American Legation, havebeen tampered with, as I have personally ascertained. Further-more, the seals of the German government were put on thefront entrance across those of the American Legation. I am further informed that four officers and one civilianentered the building of the Russian Consulate, today, the 2d ofJanuary, at about 8 oclock in the morning, in order to seal therooms, which were already sealed with the seals of this Legation, with those of the Gennan government. I am therefore taking the liberty to protest against this pro-cedure, which is against all international agreements and withoutprecedent, and I would therefore be very grateful to the ImperialGerman Governmen
