The plans submitted by the city engineer and which, as stated,were adhered to in all details, provided as follows: The proposed changes would require the construction of two structuresof similar architectural design to the present building, uniting with it at itsnortherly end—the center one being larger and more imposing than either ofthe others and to be used chiefly for administrative purposes. The first orcentral structure should project 103>^ feet in front of the easterly line of thepresent female prison and be two stories high, in rear of which should be arotunda (octagon), 75 feet by 75 feet, and three stories high, and a wingadjoining same at the westerly end, as hereinafter mentioned, for kitchen,.
