Was born in Pennsylvania; commissioned SecondLieutenant, March i, 1861; flagship Roanoke, Atlan-tic Squadron, 1861 ; First Lieutenant, September,1861 ; October, 1861, commanding the Marine Bar-racks, Washington, D. C; November, 1861, com-manding Marine Barracks, Portsmouth, N. H.; steamsloop Brookl}^, West Gulf Squadron, 1861-2, andpart of 1863 ; participated in the capture of FortsJackson and St. Philip, and the city of New Orleans ;official reports of that time state that LieutenantJames Forney, commanding Marines, had two gunsassigned him, and, with his men, fought mostgallantly. He was brevetted a Captain for gallantand meritorious service at the attack on Forts Jack-son and St. Philip, April 24, 1862 ; he was sentashore by Admiral Farragut at New Orleans, withthe guards of the Brooklyn and the Verona to raisethe flag over the Custom House
