Theycome bearing the banner of freedom, in-spired by a noble purpose to seek the ene-mies of our country and yours, and todestroy or capture all who are in armedresistance. They bring you the fosteringarm of a free people, whose greatest poweris in its justice and humanity to all thoseliving within its fold. Hence the first effectof this occupation will be the immediate re-lease from your former relations, and it ishoped a cheerful acceptance of the govern-ment of the United States. The chief ob-ject of the American military forces will be 7i N. YAUCO TO LAS MARIAS :^:^ to overthrow the armed authority of Spain,and to give the people of your beautifulisland the largest measure of liberty consist-ent with this occupation. We have notcome to make war upon the people of acountry that for centuries has been op-pressed, but, on the contrary, to bring youprotection, not only to yourselves, but toyour property ; to promote your prosperity,and bestow upon you the immunities andblessings of the liberal institutions of ourgovernment.
