Construction of the building began in 1884 and was completed in 1886. The architect is Konstantin Jovanović, projected the original designs of the National Assembly of Bulgaria. Construction supervisor was Friedrich Grünanger (25 January 1856 – 14 December 1929) was an Austro-Hungarian architect who worked primarily in Bulgaria. He was the court architect of Knyaz Alexander of Bulgaria and his successor Ferdinand.
