None other whatever than thedevelopment of the social and economicunderstanding of the individual, ofevery individual, and so of the entire people. I present a chart, which shows that the gen-eral agency which we call the public school sys-tem, built up by our so-called leaders of publiceducation through the generations, is not per-forming and cannot perform, as they have per-sisted in making it, this function. MILES POPULA This chart was prepared through many daysof painstaking care, by a superior authority onour public schools, the Russell Sage Foundation,Division of Education. The bottom line indi-cates our total population and the vertical lineon the right, the ages of all our people frombirth to the fiftieth year. The curved line onthe left may be called the death line, indicatingas it does the diminishing number of our popula-tion as life advances. The interior diagram indicates the total popu-lation in our public schools, their ages and theirschool grades, from first grade to college gradua-tion. You will note the great number in the First6 Grades. The interior lines rise as they gofrom right to left because of retardation. Ina first-rate school system, as you know, theselines would be nearer horizontal.
