A political union waseffected with New Granada and Venezuela, havingas its basis the republican Constitution instituted atCucuta in July, 1821. The triple federation tookthe name of Colombia, and thus the flag of thatnation flew over the vast territory from the mouthof the Orinoco, on the Atlantic, southwards to themouth of the Tumbez River (between Ecuador andPeru to-day), on the Pacific, including almost thesame a
