This firm had been convinced of the merits of theenterprise and had agreed to issue the proposed loan,when the news of the revolution in Bolivia reachedEngland, upset all arrangements previously made, andcompelled Colonel Churchs immediate return to thatcountry. Before his departure contracts with Messrs. Er-langer & Co. and the Public Works Construction Com-pany were drawn up and signed under date of May18, 1871. These contracts were as follows: (1) For the issue of a loan by Erlanger & Co., signed by ColonelChurch as special agent of Bolivia; (2) For the disposal of the proceeds of the loan; (3) A deed of security from the National Bolivian NavigationCompany, appointing trustees; (4) A contract for the construction of the Madeira and MamorgRailway, between the navigation and railway companies andthe Public Works Construction AN ILL-FATED EXPEDITION 51 Messrs. Erlanger & Co. made it a condition of is-suing the loan that the Public Works ConstructionCompany should build the railway. The high financialstanding of the company and the eminently respectablecharacter of its board of directors secured the readyacceptance of this condition by Colonel Church andthe interests he represented. The Public Works Con-struction Company decided to have the railway routeexamined by two of its own engineers, Mr. C. F. deKierzkowski and Mr. Leathom Earle Ross. Colonel Church accompanied by Mr. Ross, sailedfor New York two days after the execution of the con-tracts before referred to and, after a short stay in thatcity, on the 15th of June, 1871, sailed for Bolivia viaPanama and Peru. They reached Sucre July 30, 1871, and, on the 28thof August following, the loan contract with Erlanger& Co. had been confirmed by the Bolivian Congressand appro
