Adm. Samuel J. Locklear III, commander of Pacific command, pins the Distinguished Service Medal on Adm. Cecil D. Haney, commander of Pacific Fleet, before being relieved by Adm. Harry B. Harris Jr. during a change of command ceremony on the Pearl Harbor waterfront. During the ceremony, Harris assumed command of the world's largest fleet command encompassing 100 million square miles, more than half the Earth's surface, from Antarctica to the Arctic Circle and from the West Coast of the United States into the Indian Ocean.
