But what could Napoleon do with these great ships ?They were certain to be captured by the British ifthey left safe harbor. Napoleon could conscript peas-ants and soon make of them veteran soldiers. Butpeasant boys could not be transformed into skillfulseamen without access to the NAPOLEONS PALACE OF THE TUILERIES AND LOUVRE.
