It is true that such workwas supposed to be restricted to forests for whichleases had been granted by the Government, and theforms of lease then in use contained certain con-ditions as to minimum girth, etc., which, althoughinadequate, were apparently at the time considereda sufficient safeguard for the future of the forests,but as no Government official was directly responsi-ble, not only were the conditions of leases not en-forced, but very many unleased forests were workedunder the authority of the local officials. Forestry in Siam (if President Roosevelts defini-tion is to be accepted) may be said to have com-menced only in 1896-97, when the Governmentsecured the services of an officer of the Imperial. C5O Q<^ Oh-1 Forestry 175 Forest Service of exceptional abilities on deputationfrom the Government of India. This officer at once directed his attention to theteak forests, and acting under his advice the follow-ing measures were taken to protect the very valuableproperties of the Government. (i) A Forest Department was established with anEuropean staff of officers, recruited as far as possiblefrom the Imperial and Provincial Forest Services ofIndia and Burmah, not the least important of whoseduties being the training of selected Siamese youthswith a view to their filling responsible positions inthe department in the future. (2) The promulgation of various royal decrees byHis Majesty, providing for the better protection andcontrol of the forests, and absolutely prohibitingany work except under a lease. (3) The inspection and survey of all leased forestsby Forest Officers with a view to ascertaining thefuture possibilities of the forests and also furtherperio
