His keen perception that Italy could notbe set free without foreign assistance ; use which he made ofNapoleon III ; the way in which he evaded the treaty of Villafranca ; and,above all, the masterly manner in which he ousted Garibaldi from Naples,were all diplomatic triumphs of the highest order. But his internalreforms ; his measures for the advancement of trade and education ; hisadherence to liberal principles in the face of a revolutionary party ; hisappreciation of the difficulties of uniting southern with northern Italy, areno less conclusive proofs of his constructive statesmanship.
