That in making such selectionconsideration to be given to meritorious conduct in the performance of duty and such char-LCtorifitics as will command the respect of their subordinates, and without favoritism orpersonal preference, but solely with a view to the benefit of the department. The Bureau of Combustibles was organized June 22, 1867, under ChapterST3 of the Laws of 1866, with Commissioner Wilson at its head. Its personnelwere: John H.
