For each magisterial district one land assessor is ap-pointed by the circuit judge. It is the duty of the landassessor to make lists of all the land and buildings in his dis-trict and to determine the value at which such property shallbe held for taxation. The people of each district also elect acommissioner of revenue, whose duty it is to list and valuenew buildings and all other kinds of property that are owned. PEELING WILLOWS TO MAKE BASKETSThese willows are grown at Arlington Farm, Virginia by the people of the district. The taxes that are levied arecollected and cared for by the county treasurer. He paysout such sums as he may be authorized to pay; and he for-wards to the State Auditor at Richmond such part of thetaxes as belongs to the state government. It has alreadybeen mentioned that in every community there is a local officercalled the division superintendent of schools, this officerbeing appointed by the State Board of Education, with theapproval of the Senate. The division superintendent usuallyhas charge of a single county or city, but in a few instancestwo counties or a county
