Photograph of Coast Guardsman Frank L. Cuenca Beside American Flag. Old Glory Snaps Again in the Philippine Breeze. Coast Guardsman Frank L. Cuenca, one of the first to hit the beach of Leyte Island, finds inspiration in the Stars and Strip[e]s unfurled in the Philippine breezes from a palm tree. Filipinos rejoiced to see the American Flag again after nearly three years under the Rising Sun. Coast Guardsman Cuenca, Yeoman second class, was a member of a beach party from a Coast Guard-manned LST. His home is in San Francisco, Calif.
