But during the recent abnormal period, due to the war, the courseof this exchange as recorded here has fluctuated far more widely and at times delicate working of the exchanges has not as yet recovered its normal limits,nor have economic conditions settled sufficiently to restore the rate depicted to theregular swing of the shipping points of prewar days. Such fluctuations attend allperiods of stress and strain. For example, as a Canadian bank recently pointed outto its customers, fifty-seven years ago, after the Civil War, the United States dollar,with its present soaring premium, was then itself quoted in Toronto at 40 cents.
