The President pro tempore presides over theSenate when the Vice-President is acting as President, or is absentbeyond an adjournment. The Senate has executive and judicial functions which donot belong to the House of Representatives- It is the court pre-sided over by the Chief Justice for the trial of impeachments,and it is charged with the duty of confirming or rejecting thePresidents nominations to the principal offices, and of ratifyingor rejecting treaties negotiated and proposed between the UnitedStates and foreign powers. It prefers the charges and appointsthe managers, or counsel, to represent it before the Senate sittingas a court. The duty of prescribing the times, places, and manner of hold-ing elections for Senators and Repiesentatives is left to the Legis-latures of the different States, but Congress may make laws itselfconcerning these matters except as to the places of choosing Sen-ators. The Senators are the representatives of the States aspolitical organisms, and consequently the Federal Constitutionlimited the power of Congress over the election of Senators.
