Neither the king nor his usualadvisers were ready for thoroughgoing reform, but there weresome more progressive spirits, among whom Baron vom Steinand Prince Hardenberg were conspicuous, who induced thegovernment to alter the old system. The first step was taken in October, 1807, when a royal Serfdomdecree was issued which declared its purpose to be nothing Is07 less than to remove every obstacle that has hitherto preventedthe individual from attaining such a degree of prosperity as heis capable of reaching.
