At thattime the United States had recognized the independ-ence of the South American states, and did not wishto have European powers longer attempting to sub-due portions of the American Continent. The doctrineis as follows: That we should consider any attempton the part of European powers to extend their sys-tem to any portion of this hemisphere as dangerousto our peace and safety, and that we could notview any interposition for the purpose of oppressingor controlling American governments or provinces inany other light than as a manifestation by Europeanpowers of an unfriendly disposition toward the UnitedStates. This doctrine immediately affected the courseof foreign governments, and has become the approvedsentiment of the LTnited States. At the end of his fecond term Mr. Monroe retiredto his home in Virginia, where he lived until 1830,when he went to New York to live with his son-in-law. In that city he died,on the 4th of July, 1831.
