Nevertheless, in municipal matters the supineness and complaisance of the native members are calculated to stultify the position accorded to them. Road-making and sanita-tion do not arouse their interest, and the local excise, the matter they long to deal with, is excluded from their jurisdiction {cf. p. 157). The thadyi personally measures the fields, collects the land-tax and poll-tax from house to house,
