Ghana (March 20, 2018) Special Agent Mike Welsh, from the National Oceanic and Atmospheric Administration office of law enforcement, answers a Ghanaian sailor’s questions during a class on evidence collection in preparation for exercise Obangame Express 2018, March 20. Obangame will officially kick off on March 21, 2018, when nations begin real-world scenarios. For the next three days, African countries are preparing for the exercise by participating in training with maritime forces from around the world.
