Mark Haigis, the deputy commander of Navy Expeditionary Combat Command presents a certificate of completion to Naima Ibrahim Maow, an interpreter and cultural liaison, during the closing ceremonies of exercise Cutlass Express 2022 held at the Djiboutian navy pier Djibouti, Djibouti, Feb. 17. Cutlass Express 2022, sponsored by Africa Command and conducted by Naval Forces Africa, is designed to improve regional cooperation among participating nations in order to increase maritime safety and security in the East Africa regions.
