OAK HARBOR, Wash. (July 13, 2017) Cmdr. Thomas Karney delivers his farewell speech during the Naval Ocean Processing Facility (NOPF) Whidbey Island change of command and retirement ceremony. Cmdr. Robert Burns relieved Karney, who retired during the ceremony, as the commanding officer of NOPF.
