The third case resulted in a decision against thecompany and a $200 fine. This case has been appealed. This willbring it into a court competent to decide on the legal points in-volved. The situation is a rather complicated one. In the first place, the legal relations of the companies is somewhat involved, and inthe second place there appears to be some question as to the con-stitutionality of the ordinance requiring universal transfers onlines owned or controlled by the same company. The UniorfTraction Company leases the North Chicago Street RailroadCompany and the West Chicago Street Railroad Company, and. MAP OF EL PASO LINES these in turn lease several smaller companies. The ChicagoUnion Traction Company also owns the greater part of the stockof the Chicago Consolidated Traction Company, which latterowns the suburban feeders of the city lines on the north and westsides. Of course, the companies are legally distinct, althoughalways closely allied and operated in part by the same men. As tothe inherent injustice of requiring transfers for unlimited dis-tances, there can be no question, and even without inquiring intothe legal merits of the cases it seems unlikely that the legal de-partment of the Chicago Union Traction Company has left anyloophole in the scheme of organization and consolidation whichwould permit of a universal transfer ordinance being enforcedunder present circumstances.
