At the time of my last report the public schools of Goldsboro were ina chaotic state, owing to the decree of the Supreme Court, declaring thePortch Bill unconstitutional. The public spirit and common sense ofthese people maintained the schools unabridged and unimpaired by pri-vate subscription until an appeal could be made to the people. This ap-peal was made in May, 1887, and the result made clear the fact that thecitizens of Goldsboro meant to maintain and preserve in their city theblessings of popular education. The new act provides for the supportof schools for both races for a term of nine months.
