The Confederateauthorities did not dare to send the 500 men back tocaptivity. So they found themselves maneuvered intodealing with Beast Butler willy-nilly. Butler organized a fleet of army gunboats knownas Grahams Naval Brigade, manned by members ofthe Fort Monroe garrison. This busy little fleetscoured the rivers and inlets of Southeastern Virginia,harrassing the numerous bands of Confederateguerillas. Raiding the James River plantations which.
