His idea wasto take the principal thoroughfares leading out from Newark,grade and pave them so as to make easy and pleasant drivesand then connect them by lateral roads. In pursuance of thisplan, Mr. Haskell procured from tlie legislature of 1S68, a lawincorporating the Essex County Road Board. The first membersof the Board were Llewellyn S. Haskell, William H.
