The Presidenttried to persuade them to arbitrate, but in 1895 England de-cHned. Thereupon, in a message to Congress, the Presidentasked for a special commission to compel a settlement. Thesecretary of state, Richard G. Olney, declared that to-daythe United States is practically sovereign on this continentand its fiat is law upon subjects to which it confines its inter-position. Apparently England had not appreciated that.
