PALAWAN, Philippines (Jan. 23, 2018) Construction Electrician 2nd class Sylvester Chieng assigned to Naval Mobile Construction Battalion (NMCB) 4, uses a concrete mixer to mix mortar for laying the Concrete Masonry Unit (CMU). The completed construction project will benefit the Armed Forces of the Philippines and the United States forces while conducting training exercises in the Area of Operations.
