Education was not forgotten, though the con-ditions were unfavorable to the development ofanything like a system, one great obstacle beinga lack of funds to build schoolhouses and pay teachers. As said above, the State Seminary wasestablished in 1820. The same year the MadisonAcademy was incorporated, and provisions madefor sundry county libraries. During the firstfour years several laws, indeed, were passed forthe incorporation of academies, seminaries andlibrary associations. As early as 1816 steps weretaken to judiciously administer the school sec-tions, these being section 16 of each were appointed to lease these. In 1821 a com-mittee was appointed to draft a bill for a generalsystem of education, being instructed to guardparticularly against any distinction between therich and the poor. This bill did not appear inthe statutes until 1824. The system of land assessment and taxationat first adopted was essentially different fromthat adopted later.
